Where is UK Decision making centre?

Hi,
( Applying from Pakistan)
When i applied in 2014 i received correspondence from High commission Islamabad. Documents were all submitted by myself at Gerrys in original.
This time it mentions about application being received at Decision making centre and documents were scanned at Gerrys .Is Decision making centre a new term used or applications are no longer processed by high commission ( the processing system has changed ? )Does it take same 15 days time or longer now?
