Biometrics - Help / Advise please

Finally won our appeal but am faced with another hurdle.
With original PR (non EEA national of EEA sponsor) application (SEP 2015) we submitted Biometrics for myself and my daughter (child under 16) - no problems.
Refused PR - MARCH 2016 - Appealed - APPEAL in AUGUST 2017 - we won.

Now (NOVEMBER 2017) have received a letter asking for my daughter to redo her Biometrics (but not me).
In OCTOBER 2017 we received a Home Office update letter stating 'processing' but will not be returning our passports in the interim until all processing is finished.

Now to do the Biometrics again for my daughter, as the responsible adult and her parent, the Post Office want to see my passport (photographic proof of identity) and are refusing to do it. And the Home Office are saying that we can't have my or our passports back until they have finished processing our application - which is what they want my daughter's Biometrics for, that is to complete the application.

Is this a catch 22 situation or is the Post Office wrong or is the Home Office wrong.

What can i do? Any help / advise please.

We've come so far but it seems that we're no closer.
