Sponsor employement letter (can HR administrator sign this)

Good day everyone, I am in a fix on who to sign my employment letter for spouse visa.

My I applied for citizenship, the HR signed my payslips as they are electronic and also wrote a letter confirming my employement however, the lady was HR administrator.

Given as the spouse visa is a lot more complicated, is she allowed to sign this letter and my payslips?

My company is an international company and the UK HR branch is based in Bristol while my work office is in Hertfordshire.

Please any idea on who needs to sign these employment evidence will be greatly appreciated. Thank you
