Tier 2 Extension - Declaration of debt

Hi,

My Tier 2 General visa extension is going to happen next month and I am concerned about an issue with a council tax debt on my wife's name.

In 2015 we moved from a property for which the landlord was paying the council tax and it seems he missed the payment for 6 months. Since we moved from that property and since we were not paying council tax on our name, we never informed the council that we were moving out. Now, all of a sudden, a few days ago we got a letter of enforcement on my wife's name on the current address and we had to pay the bill to stop the enforcement. The letter said there is a liability court order but we didn't get any details regarding it.

I am going to make the application next month for me and my 3 dependants together.

My questions are,
1. Do I need to declare it on the visa application?
2. If yes, in whose name it should be declared? The liability court order is in my wife's name.
3. If yes, what are the supporting documents that I need to provide to prove that the case is closed?
4. Is this going to affect our visa application?
5. Can this liability order be a reason for refusal of visa application?

Please help me with your advice.
