Tier 4 to Tier 2 switch with a traffic offence

Dear Forum,

I am applying to switch from my current Tier 4 visa to a Tier 2 visa and I have come across the question of "have you at anytime in the UK or any other country had a penalty for a driving offence, example disqualification for speeding or no motor insurance"

I have had two (fixed penalty notice equivalents) in my home country (NOT IN THE UK) for minor driving offences in 2013 and 2014. Neither of the traffic tickets resulted in a court conviction and both were paid on time. Do I need to declare these on the application under that section? If so, do I need to submit any supporting evidence?
