NonEU spouse applying for Schengen visa from UK

Hello

I am non EU citizen just arrived in London on 6 month EEA family permit, have not applied for residence card yet. My wife who is German citizen is settled in the UK. We are planning to go to Germany over the Christmas time. She has already booked her flights before I got my EEA family permit and now I cannot get the same flight as hers and I have joined the job so I wont be able to fly with her. I need to figure out how to apply for the visa from london. I have tried to look on German Embassy website and its all very confusing.

Do i need to apply as normal visitor or I can apply as family member?
Do i have to pay the visa fees? last time i got the visa from india and did not have to pay the visa fee as I am the family member of EU citizen.
Do i need to submit all the documents required for tourist visa or not?

Please advise me.
