Why would i be rejected for NAS help and benefits??

I have applied for nas help, submitted all tgs paper work necessary but they are saying they they don't think not providing help with breach any right and they are gonna do a phone interview tomorrow.. why would i be rejected? It's substance only migrant help.. can I please know? I don't have any legal representation, i can not afford it.
