Passport is with HO , life in U.K. Test ?

Hi all,

My brother's passport is with HO , he is waiting for his FLR FM , and in 3 months is he will be eligible for his 10 year ILR . But , how he can apply for his life in U.K. Test with out his passport ? He need paaaport when he attend the test , isn't ? Any suggestions please .
