Tier2 Dependent for a new born UK

Hi,
My wife is on tier2 general visa. Can we apply tier2 dependent visa for our new born child in uk before getting his indian passport. Is Passport mandatory for applying visa? This would save some time if i apply t2 dependent visa and indian passport at the same time.
