EEA PR - absences

I am filling out EEA PR for my brother (EEA national) and I am a bit confused about question 5.3. It asks if an applicant had any absences since entering UK. Well he had not nothing that could jeopardize his application... about 2 weeks of absence for each 12 month period?

EEA PR guidance notes say:
Please note, you only need to list your absences where you have been out of the UK for more than 6 months in total in any 12 month period. You do not need to list any absences that were before your qualifying period of residence
It is too good to be true? Back in the day when I was doing my own EEA3 and I would list all those short holiday trips etc during a 5 year qualifying period... Would I simply tick no for question 5.3 and move on? I don't want this application to fail over something like this :D

Tick no and move on, they changed the rule. It's still good practice to keep track of those absences, though, since one still needs to list them all when applying for naturalisation.
