Tier 2 dependent to Tier 1 - residing in UK - Police clearance certificate from India

Friends, Can someone guide me on how to proceed

I am on Tier 2 dependent visa in UK, currently residing in UK

I want to switch to Tier 1 main applicant - so I need to apply from India

There is a requirement of Police clearance certificate which is needed from India (not from Indian Embassy in UK)

Does someone know how to apply for PCC in India from the UK?

Also,

Seems one of the documents needed for requesting PCC in india is -
Offer letter of foreign company / colleges /Institute by Mentioning requirement of police clearance certificate

For Tier 1 Entrepreneur there is none such doc available, how to satisfy this criteria? Is it the application for? Does it state need for PCC?
