Non enrollment and applying again for tier 4 visa

Hey. Can anyone help me with some information? I applied for a UK University but my tier 4 got refused (funds issue) but I reapplied and my Visa was accepted but I got it late as per my CAS deadline and I didn't travel to UK. I have applied in another University for January intake now and I will make another Visa application? Is there anything I should be aware of? Does reapplying again hurt my chances of acceptance or something?

I was refused a tier 4 visa for not showing enough funds and I reapplied. I got the email from visa center on 16th Oct informing me that my visa had arrived for collection. It was already evening so I picked it next day on 17th it wasn't possible to pick it on 16th because i live far from visa center. 16th was already my extended deadline as per CAS. When I got the visa it was accepted but it was issued on 13th oct, I received the email on 16th and got it on 17th but university didn't allow me to enroll so I didn't travel to UK. I'm applying for January intake now in another university. I have 2 questions:
1- Can it be considered an issue that It was issued on 13th so I had enough time to enroll even though i received email on 16th (4:10pm)?
2- Can any other issue be raised regarding my authenticity of being a student?
