Move to Portugal

A friend of mine currently holds Irish residence card issued under the EU directive.He is currently residing in Ireland but thinking to relocate to Portugal.
questions are as follows
1.Does visa require to enter into Portugal if traveling along with EU citizen?
2.What is the registration process in Portugal?
3.How long does it take to register with immigration authorities and what would be status during the process?
4.What sort of permission will be granted and duration?

any inputs will be appreciated.

Hello

Assuming that EU spouse of your friend is not Portuguese National.

1- if you have Residency from Ireland, then you will not need a visa to enter Portugal.
2 - Registration is quiet easy, but lengthy process. Appointment to apply will take minimum 3 months, and then another 3 months to get the card.
3 - Following are the steps to apply.
1- rent a place to live.
2 - go to Junta, and get address verification for both.
3 - go to Finance and get NIF number for EU spouse.
4 - go to Municipality, and get residence cert for EU Spouse for 5 years validity.
5 - Go to Finance again and get NIF for non-eu spouse.
6 - Call CNAI and get appointment for non-eu spouse by giving them residency cert number of EU spouse
7 - meanwhile, prepare your marriage certificate (should not be more than 6 months old, and must be legalize), also get police character certificate, and a bank account in Portuguese bank.

8 - appear in CNAI and present your application and all required documents.
9 - wait, with in 3 months they will either call you to collect ID card, or send you registered mail for more documents. ID card will be the same duration as the EU spouse's residency cert.

during the process, you can live 3 months without any visa, and then as long as you want after you have taken the appointment.

Process is quiet easy, but you should know Portuguese, or hire a local lawyer.

would be thankful if u could please answer few more
1.Marriage certificate note more than 6 months old ???why it has to be like this.They married more than 4 years ago in a European country and I am under the impression that it must be accepted as it is.Or you mean that they should get a new copy from the relevant authority issued within six months i.e they married in 2013 but a copy can be obtained from the relevant authority with the recent issue date !!
please help me with this.
2.How about EU citizen exercising the rights ??i.e self-employment, employment, residing with sufficient resources??
3.Residence evidence?? lease, any letter from state authority, utility bills ?

Hello

Yes, correct, they will need to get new certified original copy from the same department from where it was original issued, and then legalize it also from foreign ministry of that country or their embassy in Portugal. Portugal always want updated documents and any document you submit, should not be more than 6 months old.

2 - EU Citizen can show some money in bank account that He/She can support the family with that money. not necessary to get a job to get residency. i.e. a statement from bank showing 5000 euro will be enough. for both applications.

3 - in Portugal, they issue Address verification certificate, from local Junta office, which will be needed. its easy to get if you show your rental/lease agreement. cost is only 2 euro. This certificate works better than any utility bill.

I got some more questions.I wonder if you please help me with them.
How does the process work for the Qualified family member of EU citizen household?
My brother is dependent on me financially and I will be a EU citizen in Portugal.
How can we show them dependency i.e. documents, how long the processing will take?
How is their approach towards these kinds of cases?
how they interpret the law?

Hello

I am not sure about this. But if he is more than 18 years old, he can apply under Article 88, which allows him to live and work in Portugal on his own. He does not need EU citizen as sponsor.

Requirement for Article 88 are.

Legal entry into Schengen Area and into Portugal.
Work promise from an employer after he gets his residency.

Not difficult, but need to wait for 6 month atleast to get residency.
