Going to premium centre without passport

I am a tier4 PhD student in the UK. While applying to extend the visa, I forgot to send my bank statements. The visa has hence been refused and the passport has been held back by the Home Office. I have the option of administrative review, however not sending the bank statements is my mistake and I do not think this will be successful.

I have a new CAS issued by the university and I wish to apply at a premium centre. However I do not have my passport, can I still go ahead and apply? Or should I wait till Home Office returns my passport?
