tier 2 sponsor license on home address limited company

a friend of mine is planning to apply for tier 2 sponsor license. he has his own house in uk and british citizen as well. does these two things have positive impact on application?

he has limited company opened fairly recently using his home address.

he doesn't want to spend cost on office as of now.

does he have any chance to get license in these circumstances? do you need to have an office for a successful license application?

It is not piece of cake to get license now a days. Your friend will need to prove the need for license. He does not even have own office !

How many employees work for him?

Why he thinks he'd license? Can he not find any british or EU national for any of the jobs?

he doesn't have any employee other than himself and his wife.

he wants to start a consultancy firm and plan to hire both local and tier 2 migrant as per skills needed for his clients (as mentioned he doesn't have any client as of now, but plan to).

No he cannot have license for that small company ! He'd need extensive proof for havin T2 licesne. I'd say minimum 50 employees with proper office and HR system in place !
