Affidavit of abandoned and sole custody

Everyone
Here is my question
My wife is in uk with me she have 14 years old daughter .we want bring her her to uk .
Her ex husband disaper about 11 yearsago somewhere in Canada no contact with him etc.
Over those years My wife been only person to look after her daughter etc.there are two options which we can use
Go to court and apply for full custody but we worry it may take ages
Other option is which I been told just go to local authorities like law firm and ask for affidavit of abandoned and sole custody them give her notirazied documents sing by two witness that she and only she is responsibility for her child
And that document will allow her child to move permanently to uk
Is anyone here can advice me here what to do
No contact with father this option we try .
