Looking for some advice regarding Brexit/Surinder Singh/UK/Ireland

I am British my husband is non EU
We have been living in Ireland together for the last two years
He has a 5year visa EUFAM4 to live and work in Ireland (One year in)

We originally moved to Ireland to start a new life and applied for a visa via my EU freedom of movement rights. We are considering moving back to the UK and I think we would qualify under the surinder singh visa.

what I don't understand is how Brexit might affect us and which country we are better off living in for the long run. Would anyone be able to advise if;

1. Can we still apply for a UK visa under SS or is it too late? if so would it be best to do it asap?
2. If we do, what will happen after the 5year visa expires? (I'm worried that there will be a whole new system in place and we might have to start again whereas in Ireland we can apply for residency in 5years)
3. If we came back to the UK does he loose his visa to stay in Ireland or could we keep both?

1) you can apply under Settled Status route until 29th March 2019 at least.
2) the UK residence card after Brexit will be not longer valid, but it’s hard to understand what will happen: EU citizens and their family member will be able to apply for a settled status but I don’t know if British family members in UK under Settled Status route will be included or they will just be settled under UK immigration law.
3) he loses his right to stay, live and work in Ireland the moment you cease to be a qualified person in Ireland, so the moment you move back to the UK.
