Retired EU Widow applying for Perminant Residence

Can a retired EU citizen (non-British) who has lived in country for more than 10 years apply for Permanent Residence, where her husband (British) has now died and who is reliant on UK state pension and other benefits? Also, is the 85 page form the best way of securing residence in the UK, apart from waiting to see what the Brexit negotiations generate? Thanks in advance.

She may qualify for permanent residence as a 'worker who has ceased activity' under Regulations 5(2) and 15(1)(c) of the EEA Regulations.

It is also possible that she could qualify under Surinder Singh, e.g. if he worked on the continent before they came to the UK. If she had CSI, she may have been self-sufficient for the requisite 5 years by virtue of her husband's earnings. Finally, she might have been a 'worker' in the UK for for 5 years. From what you say, if she acquired PR at some stage, she will not have lost it.

Might be helpful to first ask OP where she retired?
Whether it was UK or abroad and what she has been doing in the UK in the last 10 years, and then if her husband worked in Europe.

Gave up work in 2006 when moved to UK at age of 59. Has not worked since moving to UK. UK husband was drawing state pension in 2006 and lived off that.
