Confused on 60 days employment gap (Tier 2 - ILR)

Hi,
Recent news says that 60 days employment gap has been removed when applying for ILR.
But is that only for those who's COS has been assigned by theirs Sponsor after 11 January 2018?
Or does it applies for those who's COS was assigned before 2018 also? :?

Its not clear but I understand this will not be applicable for people already having Tier2! Its worth getting professional advise from regulated solicotors

I think this rule is completely removed as recently a member had successfully got ILR and CR001 too confirmed this.
