Hello,

This is my first post and alought I have read on here before I only registered today.

I am an Irish Citizen and my wife a Filipino.

We live in the UK, my wife has a residency card and my step son a family permit, application for his card underway.

My wife recently give birth to our daugther, for this event my father in law came to the UK on a standard visa with a 6 month duration.

However 15 days ago he had a massive stroke and has servere brain damage to almost 50% of his brain, the doctors intially give him 5 days to live! But he is still with us and being to communicate and show some signs of recovery thankfully! He is currently confined to his bed unable to speak and only able to move the left side of his body, being feed by a tube

Talking with his consulting doctor, he will not be fit to travel in the coming months but only had 10 days remaining on his visa. The doctor has told us he will never walk or work again, he will need 24 hour care for atleast the next 6 weeks if perhaps the rest of his life.

My question is, can we apply for him under EEA residency rules since the moment he took his stroke he became 100% dependant on myself and my wife? How could we even start to process his application under these grounds as he cant go for the biometric scan ete

If I have missed anything or more detail is needed please ask, we are in dire need of help

If there are exceptional circumstance where a person cannot enrol for biometric and this is stated and evidenced, then that will be taken into account.
