Moving to Netherlands (Non-EU spouse)

Myself: EU National
Spouse: Colombian nationality
Both living together in UK.

We're currently looking to move to Amsterdam (NL) at some point this year. Our plan is to start applying to companies in the area and have a job for both of us before we move (at least for one of us). We have a few questions that maybe someone can help us with.

a) Can we enter the country together if the intention is to live there (+90 days / one-way ticket)? Or should the EU national relocate first (work, get a permanent address, etc)?

b) When is the non-EU person allowed to start working? Is it possible to work while you wait for the answer to the Verification against EU Law process?
