Which travel document to apply for?

Hi All,

My wife came here recently on a standard 33 month spouse visa, however due to the situation in her home country was not able to use the national passport. So the visa was issued on a UFF and she came here with no issues and collected her BRP within a week.

My question is we wish to go on holiday and need to apply for a travel document, however I'm not sure which one she needs to apply for.i thought it would be the one for stateless people however that requires proof your not able to obtain a passport and that is impossible due to the situation in her home country (Somalia)
