Flr fp application

Hi!
I would like to thank you everyone who contributes on this forum. I have found the answers of many questions of mine. I post for the first time and would really appreciate your opinion on my case.
I am planning to apply for my partner. We have 2 children together, 8 and 2 years old. I have ILR and children are both British citizens. Partner is illegal for many years. We plan to use flr fp. We spoke with an advisor but he was not very positive. He advised us to go back in our country, fulfil all flr m requiredment and apply from there. But it's so hard for us as it might take time and family will be apart.
Could you please give us any thought? What are the chances of a flr fp successful application?

Are you the father or the mother? You could submit a FLR(FP) PARTNER route (not Parent) application, although there's no guarantee of success with a long wait for a decision (12 months of more generally). If granted, this would be a 10 year route to settlement (ILR).

FLR(M) can only be applied for from within the UK. Your legal advisor is suggesting a Spouse Settlement visa application from your home country.
(Casa, not CR001)

Thank you for your reply Casa!
The application is for the father of my 2 children. We Will be using flr fp partner and since children are both British citizens hope to be successful outside the rules. As daughter is almost 8 years old.once this is successful we will meet flr m requirements to switch to 5 years for ilr. But at the moment worried if this flr fp will be successful. We are not married but we can prove we lived together for many years, also do not meet financial requirements which is not a requirement. But still will send bank statement and payslips for six months I work as a self employed for my own company. We also plan to send tenancy agreement, his A1 English certificate, children passports, my ilr and also try to explain on the form that in case of a refusal to be in country appeal. Can you think of any thing else that migh be useful?
