Visa for spouse - public charge?

Hello,

My partner and I are looking to have him move to the USA, with me being his sponsor. I have never been on any benefits and am able to meet the financial requirements.
However, my partner is from the UK, and he himself has received various benefits throughout the past years. Will this make him ineligible for a visa? If that is the case, how long should he be off benefits for them to no longer have an effect on his application?
