'Permesso di soggiorno' holder & UK visitor visa success rate

I am asking on behalf of a friend on the success rate of a visitor visa to the UK for a person with a 'permesso di soggiorno' and what sort of criteria they need to meet (if any). Would the chance that the visa will be rejected higher than being approved?
