Can I apply entry clearance without leaving UK?

Hi,
I'm having a quite complicated case.
I'm graduated from BSc(hons) last year July 2008 in Scotland; student visa valid until Oct 2007. Planing to continue my master year, therefore, renew my master year student visa; got approved and valid from Aug 2007 till Jan 2009. Unfortunately at the end, I choose to go for a year placement (which is part of my studies and I thought I can do my placement by using student visa).

Lately, have been told that I can't do my placement by using student visa and is advice to go for FTI (Frest Tenant Initiative). I've immediately make appointment with Home Office. Got rejected by Home Office March 2008; applied for FTI, saying that I am actually breaching immigration rules because my student visa is suppose for me to continue my master.

Once I know that I'm in a very wrong direction, I've stop my placement immediately as I know that I'm illegal to work full time not event for placement. At the end, my employer willing to get me a work permit.

Now, once I got the work permit, do I need to leave UK and back to my own country to get entry clearance?

Spoke to a few immigration advisor (got different answer from them)
1. one of the advisor said: YES, because I enter UK as a student and I cant switch from student visa to work permit. I need to back to my home country to get entry clearance.
2. second advisor said: YES, because my case is complicated and i've breach the immigration rules and I suppose to leave UK now.
3. third advisor said: NO, because u've graduated in BSc(hons) which allow you to get working visa in the country and also once you realise that you're in wrong direction, you've immediately take the right action.

Can anyone please give advise. Can I apply entry clearance without leaving UK?
