Refusal for Tier2 COS submitted by Employer

Below are the Cos/visa related email from HMRC:-

1. First time Cos was applied for 5 years and Refused.
Organisation name: XXXX
Sponsor licence number: XXXX
Restricted category: Tier 2 (GEN New hires under £150k)
Decision date: 04/12/2017
Number of CoS requested: 1
Job title: Quality Analyst Tester
Job type: 2139 Information technology and telecommunications professionals not elsewhere classified

Your application has been refused, as it did not meet the minimum points score for the allocation of a restricted CoS on the above decision date.This application will not be submitted for consideration at the next monthly allocation of restricted CoS. Please help me to understand

1) why the application request was refused?
2) What are the documents to be submitted for COS generation from the company?
3) When should the market or labor market test to be done?

In December the cutoff criteria was way too high and large number of applications were refused. Keep trying.

if your salary is 35K, then 15 points for it and RLMT gives you 20....so totals 35 points. As Rav40 said, in both instances cutoff was very high (surely 55 in Dec and not sure but higher than 35 in Nov)
