LATIVA PERMANENT RESIDENCE CARD HOLDER AS FAMILY MEMBER OF LATVIAN CITIZEN

Firstly i apologized if i open topic on wrong place or maybe it has been discussed before.
My wife is latvian citizen. Since 2012 we are living in latvia. i have latvian permanent residence card as family member. On my residence card written permanent residence family member. we are planning to travel to UK. We want to know should we apply EEA FP or we can travel together without EEA FP? Is my latvian residence card in under laws of articel 10 or 20? if someone help i will be thankful. Thanks
