Financial requirement for a disabled British spoise

Dear lovely people,

A friend of mine who is British and disabled would like to bring his wife and three sons to the UK. He receives some disability benefits which I think includes DLA and PIP. His rent and council tax are paid (benefits). His net income stands at £1,060 per month. Does he need to meet the income threshold of £1,8600? Or he is EXEMPTED?
