It is just an average of how many COS have been unused it the past. I think it has a lot to do with a mass recruitment of nurses from the NHS. I'm in an extremely similar situation to you both personally and points wise - I've been in the UK for 2 years on the youth mobility visa before coming home to apply for this one so I don't currently have a job in my home country which is causing huge amounts of stress and depression on top of the limbo. I work in the NHS and trust me when I say they will need a lot more. A very large percentage of nurses come from the EU and migration from there has fallen significantly after Brexit meaning the NHS need to recruit a lot of nurses from out of UK/EU.
