Housing Council (Non Eu and Eu Applicant)

We recently applied for a Housing Council however they have visited us and pointed out that we were ineligible as my partner ( EU National ) is not earning enough as a Self employed.

I am a non-EU and I earn roughly £1,500 per month as an employee.

He is at home as he is self employed and helps with our children and he only earns £100 / month.

We are married and have 3 children.

If it's the other way around... If WOMAN ( EU NATIONAL) is a stay at home mom and the MAN (NON EU NATIONAL) is at full time work will that mean that we wont be entitled to the benefit as well?

Being married should they consider that our Housing Council Application is for joint or on individual basis?

I hope someone can shed some light.
