URGENT expired EEA permit

Hello all. I have an expired EEA family permit and have been loading with 2 immigration specialist to determine whether u can still apply for a residence card. One says yes and the other says no I have to apply for FLR FP. My circumstances is that the permit expired 2 years ago and since arriving in the UK from France my British husband has been working in the UK. I am South African and came into the UK Surinder Singh route.
Can anyone advise if they have been in a situation like mine and what they did please? I am completing the forms for a residence card. What are my chances of getting one? Should I just scrap that and apply for FLR? I’m so confused and desperate for help please.

Should be okay to apply for a residence card under Regulation 9.
