Main Applicant 5yr and dependent 3yrs on Tier2 VISA and applying for ILR

HI Everyone ,
One of my fiend is on Tier2 ICT visa and completed 5 yr and applied for ILR with his wife ( his wife 3yrs on dependent VISA)
ILR got approved for Both . NOw my question is


1)is this possible for dependents without completing 5yrs are they eligible for ILR ?
