Wife's passport stamped with visitor permit

Hi all.

My wife (non EU) and i (Irish) applied for ee4 in January. Her residence permit expired after 5 years in September. We went on a trip to The and on our return as my wife did not have a visa the immigration officer stamped her passport with a visitor stamp without permission to work. I am and continue to exercise my treaty rights. Should my wife have been given a family permit rather than a visitor stamp. Please help. My wife does not want to lose her job. I know we shouldn't have left until we received our document back. The immigration officer acknowledged her as my spouse so I don't understand why she wouldn't not give us the family permit.

The endorsement was a mistake.

Has she got her Certificate of Application with permission to work relating to her PRC application?

No unfortunately she has not although we are expecting it soon. Her biometrics were taken on the 12/01 and our applications were submitted on the 29/12 with passport check occurring on the same day.
