Student Visa and AR Refused base on Interview Backhome

Dear All,

My one of relative apply for student visa he got refused base on interview all point got it.

HE also applies AR but AR refused, he already have an admission letter from the university.

Please advise can he apply fresh application to old CASE letter from the university as he paid all fee or he needs to withdrawal university FEE and issues new letter from university to apply fresh application?

A Confirmation of Acceptance for Studies will only be considered to be valid if:
...
(ea) the migrant must not previously have applied for entry clearance, leave to enter or leave to remain using the same Confirmation of Acceptance for Studies reference number where that application was either approved or refused (not rejected as an invalid application declared void or withdrawn),
