Getting My Settlement Visa

Hello!!
I'm new to the site, so I'm sorry if someone has asked this before.
But after over a year of waiting (being rejected, having to appeal it, getting an accepted appeal, and waiting or the letter to send my passport), I finally sent my passport to get my visa.

I'm just wondering how long it would take to have it processed and sent back?

I guess you can say I'm feeling really impatient due to not having seen my husband since September and I miss my cat. The whole process has been a rollercoaster of emotions and finally knowing that I get to go back, has me dreaming I'm already on the plane. :D

So a little back story: I did my application in Jan 2017 (the last time, the first time was on Dec 12, 2016).
It was rejected and I had to appeal. I didn’t hear back until October 2017 that it was successful. After that, it took them three months to send for my passport and pay my surcharge. Which I did, the email specifically said that I had been granted my visa and to send my passport ASAP. So I sent it and they received it on Jan 29,2018.
That week I called them to ask them if they have any idea how long it would take, and the man kindly said that it should take 15 working days. It’s been over that and I’m getting really impatient.
I called the hotline this morning and asked why is it taking so long. I endd up talking to a man who was so overly rude and couldn’t speak up even after I kindly asked repeatedly. He told me that since the appeal was successful they still need to do checks, which was confusing because I already had an email stating that I have been granted my visa. So there should be absolutely no reason for them to take this long. He then continued to repeat himself until I gave up and he hung up on me without letting me write down my new reference number.
Not to mention I already have a query about there being something wrong with my tracking number, so I need to know if need to send them a new envelope or not. But alas, I still get no definite answer.

All I want to know is why is it taking so dang long for me to receive my passport back and what I should do about the envelope/tracking number!!!

I’m so fed up with the Sheffield office, it took them 0 seconds to decline my application last year but to finally grant me my visa it’s taking them months and months.
Sometimes I feel like they enjoy toying with our lives, making us miserable in the processs.
