Extension Visa Refused what next

I have a question here:
If somebody's Tier 1 Ent Extension visa is refused what are his options I would greatly appreciate if you could answers in the same order for clarity:

1) Admin Review
a) Can you add new documents when going to Admin Review?
b) Do they send you back all document if application is refused?

2) apply a fresh application
a) Can you submit a fresh application within 14 days of refusal of your visa?
b) Can you add new documents with fresh new application?

Thanks. Are you sure, your info is correct. I found the following on Home Office Website:

We may refuse to return your documents if:
a) We have refused your application.
b) There is an outstanding criminal prosecution against you.
c) If you have applied for Citizenship; your Knowledge of Life certificates will not be returned if your application is successful.

They will not return your documents, you collect it from the airport when leaving UK
