parent visa 5 yrs and 10 yrs

hiii everyone
can u guys help me explains whats different between parenting visa 5 yrs and 10??
why someone granded 5 yrs visa with same form application but me is 10 yrs
I applied it in 2016 and switched from visa t4 to parenting visa form
my friend did same thing but allowed 5 yrs
how ??? otherwise some of my friend can change and switch from 10 to 5?? how come the true?
