Resident Card waiting time!!!

I am a Greek (EU) citizen and my husband is from Albania. We made his first application on August 2015 but got rejected cause we did not provide some things. In any case we appealed and went into court on August 2017 - the decision was on his favor and he was entitled to the issuance of a Resident Card. They ask him to do the bio-metrics test in October, but since then we still have not received anything. I contacted our MP to ask HO about our case and this is their reply:

Our records show that Mr xxxxxx applied for a European Economic Area (EEA) residence card as non-EEA spouse 12 August 2015. His application was refused with a right of appeal on 17 January 2016. Mr xxxxx lodged an appeal to the First-tier Tribunal Immigration and Asylum Chamber (FTTIAC) on 17 February 2016. The appeal was allowed in his favour on 11 August 2017.

Mr xxxxx case was referred to the casework team for on 21 October 2017 and is currently under reconsideration. I apologise for the delay in dealing with the case. There are a number of checks that must be completed before a decision can be reached, including some with authorities outside UK Visas and Immigration and these can take some time to complete.

Mr xxxx will be notified of the outcome of his case, once it has been concluded and then arrangements can be made to return his passport. However I am unable to provide you with a timescale for when this case will be concluded at the present time.

any thoughts on this?? How long must we wait??? Its already too long!
