Residence card application in uk

Hi,
Please i need help on proof of dependency for my mum application.
I'm a irish national who just relocate to Uk from Malta with my mother, last year dec.

My mother currently hold Maltese residence card as a family member of EEA national, which was issued to her in dec 2016 as she was dependent on me. She came to malta from nigeria in september, 2016. I wish to apply for a UK residence card for her and checking the form, i need to provide evidence of dependency.

The only prove i have is evidence of her medical bill which i paid for in malta and here in d uk, as she is severely sight impaired. Also, my birth certificate. Internet bill from malta is on her name and water bill from uk is on both my name and that of my mother.

Do u think, these proof is sufficient to grant her residence card application here in uk, as she is dependent on me.

I will appreciate if anyone can help with my question.
