Anyone got visa in 2018 without interview?

Hi,
Is there anyone who got Tier 1 entrepreneur extension visa in this year without interview?
I applied for extension on 2nd July 2017, after week done biometric and got comples letter in the same month.
On 12 feb 2018 got partial IHS refund and after that no news.

I applied in May 2017 with my three dependant, still waiting. IHS partial refund on 01.02.2018. After that no news.

I was interviewed at the time of first application.

Don't know why are they taking time to decide.

My interview was taken when I applied first application in 2014 and my visa was refused. reason of refuse that I am not genuine enterprnuer but my apeal allowed and I got my visa. Now I applied for extension they can call for interview this time aswel.
