help!! TIER1 sent without HSMP approval letter

Dear immigration boards,

First post here. Please help..

I got email confirmation and reference from HO for my HSMP application on 18th Feb. I waited for more than 4 weeks but nothing arrives yet. I understand that they are doing it all very slow at this transition time, but I really can't wait any more because my student visa expires on 30th March which is this week.
I checked the BIA website and I think I can send the TIER1(FLR) without the approval letter. (http://www.bia.homeoffice.gov.uk/workin ... angements/). But I filled the TIER1 application as I have the approval letter, otherwise I have to duplicate the documents again which is impossible.

Am I in trouble? Has anyone else got a similar situation??
