Travelling to UK with EEA Family permit entry clearance

Good evening, my husband (Sierra Leone citizen) just got an entry clearance to join me (EEA citizen) in the UK. Will he need a return ticket to leave Sierra Leone and enter the UK? What should be next? The application for a residence card? What is the process?

As he has a form of settlement visa, there is no need for a return ticket. When he leaves Freetown, he will encounter no difficulty with port officials.
