RESIDENCE CARD OF A FAM MEMBER OF AN EEA NATIONAL

Hello guys,

My wife is a Japanese national who has a residence card of a family member of an EEA National. The card was issued by the home office on 20 Dec 2014 and is valid until 19 Dec 2019.

In 2015 my wife left the UK and since then she is in Japan, Tokyo.

MY QUESTION IS: Would she be able to return to the UK? Because she heard from someone that if she is more than 6 months outside the UK the document she has becomes invalid.

I went to Citizen Advice Bureau, Cambridge and they were not able to answer me to this question. Instead, they gave me a number to which I can call, but here is the catch its a "consultation", nonsense talks/fishing.

If she is still married to EU citizen, then I cannot see why not.

Why not, if you are still an EU citizen exercising treaty rights, then she has the right to join you.
The RC just confirms this right. I think it is just the clock for PR that would restart, that is, the 5 years start counting again from her arrival.

I currently live in the UK on a visitor visa.My father is an Italian citizen and currently live in th UK as a qualified person. I am a dependant of my father ( I can prove it). Now I want to apply for the EEA Residence card as a family member of EU citizen.

My question is,

Is it possible to apply for the EEA residence card when I am on my visitor visa or do I have to go back to Italy(as I hold my residence card as a family member of an Italian) and apply for a EEA Family permit before I apply for the EEA residence permit ?
