Penalty charge notice

Hi all,
I just have a quick question as I'm a bit confused. In November 2016 my husband received "Notice of enforcement" because of an unpaid Penalty Charge Notice issued on 19 November 2015.

The letter says " A warrant of control was authorised by the traffic enforcement centre at the county court business centre XXXXX on 7 july 2016 in respect of an unpaid penalty charge notice issued to vehicle registration XXXXXXX on 19 november 2015 at XXXXX"

We've received it late because we moved houses and my husband forgot to change the address on his driving licence.

However, he phoned them and he paid the penalty over the phone and it was settled.

Now my question is: My husband is due ilr 10 years route in October 2018 and he is planning to apply in September. Does he need to mention it on his application? Does the 24 months apply to him in this case?

NORMally a PCN is not an issue but if it leads to enforcement for collection of fine, then It might be an issue
But if he received only 1 in 12 months perceeding the application then I dont think so it will be much of an issue especially when it is not going to be a recent one

Thank you very much. Does that mean PCN is treated like FPN regarding this 12 months rule? And should he mention it in his application?

Pcn should not be mentioned anywhere in application at all
Even fpn’s are not mentioned in application unless they lead to criminal conviction

Thank you. So even with this notice of enforcement he doesn't need to mention it? Sorry if I ask a lot but we are bit confused.

If you want to declare it thats upto you but it is not a thing asked anywhere on the form

just apply naturelizatipn this month.
My concern I don't mention 2 parking notice in Aug 17 and sep 17. Both paid by next day.

Do you think I've to disclose now.
I've 8 years clean licence.
Didn't mention coz there is not specific for pcn park charge notice in naturelizatipn form.

Can moderator advice please
