Indefinite Leave to Enter - expiry date- BRP not delivered yet

Good afternoon
Due to the expiry date on ILE, my mom-in-law had applied BRP.
The BRP was approved and was sent by DX courier end of February.

Due to the poor service from DX courier, they never deliver the BRP to her house. Later DX courier returned the BRP to home office.
We have been trying the home office to send the BRP as soon as possible as, as my mom-in-law is traveling abroad next week.

Despite of our several emails, home office has not replied when they are sending the BRP.

The ILE in the passport is crossed by home office with remark "superseded by BRP".
I'm not sure if my mom-in-law can still travel abroad with this ILE as I understand ILE is indefinite and the dates does not make any difference. Only my concern is the remark from the home office.

Appreciate your advise if she can still travel on the basis of ILE without BRP ?
