Problem regarding tier 2 CoS RLMT validity

Hi,
I have been offered a job in UK and the post was advertised from 4th Sep 2017 to 2nd Oct 2017. I was assigned a CoS in Dec 2017 but my visa application got refused due to English proficiency letter missing. Can a new CoS be issued to me today (12 march 2018) or a new RLMT needs to be carried out? My sponsor has already applied to UKBA for new CoS since 5th march 2018.
