Confused by point based system.

Hello guys,

I know there is a topic explaining how points based system works already.
But I am still confused.

There are two different versions I read.

One is from this forum, I quoted from the article(uk-tier-2-employer-sponsored-visas/marc ... 50420.html):

TOTAL POINTS = A + B as below.
PART 1 - Type of Job: A

• Shortage occupation: 130 points
• PhD-level occupation code and job passes Residence Labor Market Test (or an exemption applies): 75 points
• Job passes Resident Labor Market Test (or an exemption applies): 20 points

PART 2 - Salary: B

• £100,000 – £155,299.99 : 60 points
• £75,000 – £99,999.99 : 55 points
• £70,000 – £74,999.99 : 50 points
• £65,000 – £69,999.99 : 45 points
• £60,000 – £64,999.99 : 40 points
• £55,000 – £59,999.99 : 35 points
• £50,000 – £54,999.99 : 30 points
• £45,000 – £49,999.99 : 25 points
• £44,000 – £44,999.99 : 24 points
• £43,000 – £43,999.99 : 23 points

In the pdf page 47, attributes, it mentioned:

A valid certificate of sponsorship (CoS) from a licensed sponsor that meets one of the following requirements:
• a resident labour market test has been passed by the sponsor;
• a resident labour market test exemption applies (for example, post-study work, shortage occupation, inward investment, some research positions job offer with a salary of £159,600 or more); or
• the application is an extension where the individual continues to work in the same job for the same employer.-30 points
Appropriate salary for the job-20 points

Also in page 78 and 80, there are language and maintenance requirements for each 10 points.

So take the result of February as an example,
46 points is the minimum, then what does it mean?

You are competing with others who all have scored the minimum points for restricted CoS, but there is only limited numbers of restricted CoS available, so the higher salary you have, the higher points you get. For example if there is only 1000 restricted CoS available in Feb, your salary has to be above the levels that can give you 46 points, to be able to win the "competition".
