EEAFM RESIDENCE CARD APPLICATION

Hi everyone,
Please i understand that when making EEAFM Residence Card Application, you are required to include YOUR (Applicant) Passport or ID and Passport or ID of the EEA National ( Sponsor) in the documents submitted.
Incase the EEA National passport or ID is not available due to circumstances beyond your control, what can be used as alternative evidence of nationality?

Can EEA Certificate of Nationality with Court Authentication be acceptable by Home Office as alternative evidence of nationality to support EEFM Residence Card Application?
