Passports Returned by INIS but no Visa Decision appeared on their website. What does that mean?

Hope everyone is doing well.

I'm quite nervous and worried as I received an email from Visa Application Centre (Gerry's) in Pakistan that my mother's passports are ready for collection and Gerry's representative told me that the passports were received by them on the 28th February.

Last I heard from INIS was on the 12th February to check with them with (EUTR) visa decision update, they told me with their same old template email that the visa application is still awaiting examination. I checked the visa decision with my mother's application number in their archive pdf file on their website (http://www.inis.gov.ie/en/INIS/Pages/Visa%20Decisions) which contains the visa decisions between 2nd January and 26th February and I see no visa decision there and her passport was sent back to Pakistan on the 28th February.

Has anyone experienced this before? If so, what was the visa decision outcome of that?

I've emailed INIS just yesterday but no response. I am in Ireland and I have no one in Pakistan to collect the passports of my mother and she herself is in care and not in a condition to collect those passports.

It's been over 1 year to take them to come to a visa decision and they sent her passport back and they did not even put the decision on their website.

This is so frustrating! Please help me!
